It is nearly World Statistics Day on 20 October 2015. The world's mind will soon be concentrated on the new Sustainable Development Goals. It is important that the statistical community make a strong statement about the importance of statistics in the international development process. Therefore the Royal Statistical Society, the American Statistical Association and the International Statistical Institute plan to launch the statement below. We hope other statistical societies and other relevant bodies will sign up to it, so that we can gain maximum exposure on World Stats Day.

Data for Sustainable Development – A Statement for World Statistics Day 20/10/2015



In September, at the United Nations General Assembly, heads of states and governments came together to launch a new and ambitious agenda for world development from 2016 to 2030. The Sustainable Development Goals set out 17 goals with 169 targets and more than 300 indicators to monitor progress. In the lead up to the launch of the goals, a report by a High-Level Panel of Eminent Persons set up by the UN Secretary General to advise on the Post-2015 Development Agenda[1], recognised that for too long development efforts have been hampered by a lack of the most basic data about the social and economic circumstances in which people live.



If the world is to live up to the promises made by our leaders then more and better data will be essential. To abolish poverty everywhere, in all its forms, the world will need to ensure that everyone is counted, that progress is being monitored and that this information is made available in an accessible and useable form as widely as possible. This will require a true data revolution, one that makes use of the possibilities provided by new technology, but also one that keeps the information about individuals confidential and which provides information that is trusted and credible.



The signatories to this statement support the call for a data revolution and recognise the importance of data for policy making and for accountability in all countries of the world. The challenges of the new development agenda require new approaches including a much greater emphasis on open data and the use of new data sources. We have to take advantage of the opportunities provided by new technology and big data and national statistical systems are central to this effort. These systems – set up and financed by governments to collect, process and disseminate the information needed to manage government activities – are crucial. They operate within a framework of legislation and ethical principles that promote objectivity, independence, confidentiality and accountability. These principles are likely to be even more important in the next 15 years than they have been in the past.



Considerable progress has been made throughout the world in building and strengthening the capacity of national statistical systems since the launch of the Millennium Development Goals in 2000, but much still remains to be done. Too many countries operate under severe financial and human resource constraints. To meet the data challenges of the sustainable development goals, national statistical systems must be properly financed, the development of statistical skills and expertise must be supported, and access to new tools and technology must be provided. Also, support must be provided not just to the collection of data, but to its transformation into useful and actionable information. Above all a true data revolution that puts useful and useable information into the hands of everyone who needs it, especially the poor and the marginalised, must be pursued.

Nominations Are Open for the International Prize in Statistics

Nominations are open for the first International Prize in Statistics, to be awarded at the ISI World Statistics Congress in Marrakech in July, 2017.

The purpose of the Prize is to call public attention to the important role that statistics, data analysis, probability, and understanding of uncertainty have played and are playing in the advancement of society, science, technology and human welfare. The Prize was created by five international statistical societies (American Statistical Association, International Biometric Society, International Statistical Institute, Institute of Mathematical Statistics, Royal Statistical Society).



Nominations are open through August 15, 2016. The first International Prize in Statistics recipient will be announced in October, 2016, and will be honored during a special ceremony in Marrakech in 2017. The Prize will carry with it a cash award of at least $75,000.



An international prize recognizing excellence in statistics has been a dream for many people for many decades, and the International Prize in Statistics Foundation is thrilled to be making this long-awaited prize a reality. But your help is needed! Please spread the word through your networks, especially via social media. We need to make sure we receive outstanding nominations for the Prize.

ASA Releases Statement on P-values and Statistical Significance



The ASA “Statement on Statistical Significance and P-Values” includes six principles underlying the proper use and interpretation of the p-value and is intended to improve the conduct and interpretation of quantitative science and inform the growing emphasis on reproducibility of science research. “The p-value was never intended to be a substitute for scientific reasoning,” said Ron Wasserstein, the ASA’s executive director, in a press release. “Well-reasoned statistical arguments contain much more than the value of a single number and whether that number exceeds an arbitrary threshold. The ASA statement is intended to steer research into a ‘post p<0.05 era.’” The statement is published in The American Statistician along with more than a dozen discussion papers to provide further perspective on this broad and complex topic.

Nominations Open for International Prize in Statistics

The music and entertainment industries have one, as do professions spanning the areas of international security, medicine, physics and economics - to name a few. Now, the field of statistics has an award of its own - the biannual International Prize in Statistics – recognizing a significant achievement by an individual or team in the field of statistics.



A joint effort created by five international statistical societies including the American Statistical Association, International Biometric Society, International Statistical Institute, Institute of mathematical Statistics and the Royal Statistical Society, the International Prize in Statistics also raises awareness of the invaluable role that statistics, data analysis, probability and the understanding of uncertainty play in science, technology, human welfare and the overall advancement of society.



While the impact statistics has on our daily life is a lasting one, the nomination period won’t be. Submissions must be received by August 15, 2016, so don’t delay in applying or nominating a worthy candidate. The winner will be announced this October, and the award of $75,000 will be presented at the ISI World Statistics Congress in July 2017.





Romania Hosts Workshop on Modernization of the European Statistical System

The European Statistical System Modernization International Workshop took place March 15-17 at the National Institute of Statistics in Romania. More than 100 attendees, including specialists from government and executives from Eurostat, which organized the event, gathered to promote dialogue on the modernization of the European Statistical System (ESS) and the development of best practices regarding processing programs and management of challenges within ESS. The event also served to strengthen the link between national and European projects pertaining to the ESS Vision 2020, an initiative aimed at building the future of European statistics through the development of a common strategic response to four key challenges: data revolution, new metrics, the price of statistics, and the future of Europe.





Health Workers in Pakistan Trained to Capture, Value Data

Led by Dr. Abu Zar Taizai, 20 medical technicians in Nowshera, Pakistan, were trained in processes to better understand and capture data to coincide with numerous public health measurement tools such as mother-child and family planning registries, OPD tickets, and bed occupancy rates, among others. Taizai, was recently selected as a focal person for the Integrated Disease Surveillance and Response System (IDSRS). As a coordinator with the District Health Information System, he collects, analyzes and interprets morbidity and mortality-related data, which he then converts into practical information for decision-makers.





Statisticians Work to Increase Population, Commerce on St. Helena

On April 18, the first-ever passenger plane landed on St. Helena, an island in the South Atlantic Ocean that is a British Territory. A four year-project funded by the UK Department for International Development seeks to boost economic growth through tourism and business opportunities and improve educational and health care outcomes for residents as previous barriers caused by lack of access will be mitigated. Statistics teams there are currently establishing the baseline from which to measure the economic and social impacts of air access. The demand for data from a developing location is so great that the UK Office for National Statistics plans to employ additional statistics personnel in the coming year to guide critical developments and ensure robust data is available for policymakers in the UK.





Malaysian Seminar Empowers Students to Advance Society with Statistics

The Universiti Putra Malayasia (UPM), in collaboration with the Malaysia Institute of Statistics (ISM), conducted a seminar titled “Empowering Applications of Statistics in Industry and Society” on February 18. The event drew 85 participants, which included students, instructors, and industry practitioners, and focused on educational opportunities, the exchange of ideas and professional network development. Dr. Kamarulzaman Ibrahim, president of ISM, delivered the opening remarks, and the keynote address was given by Encik Toh Hock Chai of Jabatain Perkhidmatan Statistik (JPS).





The Land Down Under Looks to Expand Emphasis on Early Education in Statistics

The Statistical Society of Australia is conducting a STEM National Colloquium and Workshop on June 2-3, 2016, at the University of Technology Sydney. Aimed at initiating a transformation in statistics education from kindergarten to post-doctoral levels, the event is tailored to primary and secondary educators, government, industry leaders and other interested parties and will feature speakers and representatives from Harvard University, Australia’s Office of Prime Minister and Cabinet, Commonwealth Bank of Australia, Qantas and many more.





UN Statistical Commission Meets at 47th Plenary Session

Tudorel Andrei, president of the National Institute of Statistics and Bogdan Oancea, adviser to president of the NIS, attended the works of the 47th Plenary Session of the UN Statistical Commission, held at the United Nations headquarters in New York, March 3-12, 2016. The plenary session began with an address by Lenni Montiel, assistant for economic development to the secretary general, who emphasized the committee’s key role in establishing a framework of statistical indicators to monitor the 2030 Sustainable Development Agenda, which will be adopted by the Economic and Social Council and then by the UN General Assembly. Main discussion points surrounded changes in official statistics, the use of big data sources in official statistics, national accounts, Environment-Economic Accounting, International Comparison Programme, International Statistical Classifications System, industrial statistics, Information and Communication Technology (ICT), refugee statistics, climate change statistics, governance, and regional statistical development in Western Asia.





Precision Medicine Gathering in U.S. Establishes Multidisciplinary Connections

Personalizing medical treatment is regarded as the best means to achieve optimum clinical and patient outcomes, and this data-driven approach has become a central focus of the U.S. health care system and subsequently a major research agenda item at academic institutions across the country. In April, the Statistical and Applied Mathematical Sciences Institute (SAMSI), along with the Burroughs Welcome Fund, led a workshop titled “Methodology for Precision Medicine: Integrating Statistical and Mathematical Approaches,” that featured presentations by scientists and clinicians at the forefront of precision medicine. Attendees from diverse professional backgrounds identified synergistic opportunities for methodological integration and brainstormed future joint projects.



Cuba Conference on Operations Research Touches on Critical Issues

In March, Cuba hosted the 12th International Conference on Operations Research, which included a track on Probability and Statistics. Presenters came from the United States, Mexico and France, with attendees spanning government, academia, professional organizations and the private sector. Some of the statistics-related sessions covered a wide range of consumer issues, including “Prediction of the quality of fresh water in a basin,” “Application to the analysis of bike sharing systems,” “Growth rate and behavior of economic variables in the production of coffee in Mexico,” “Discrimination against migrants in urban Vietnam,” and “Modeling dengue outbreak data using nonlinear mixed effects model.”





New Version of Design-Expert Software Available

Nick-named “Kolthoff” in honor of the Dutch chemist and educator who taught at the University of Minnesota for more than 60 years, Design-Expert software version 10 (DX10) provides powerful new tools for optimizing design of experiments (DOE). New fetaures include a Design Wizard to provide guidance for less sophisticated users, multiple graphs view (a factor profiler), optimal split plots for Response Surface and Combined (mixture-process) designs, an automatic model selection tool for choosing criterion and selection method, and a power and sample size calculator for pass-fail (binomial) responses during build.



Iran Celebrates National Day of Statistics

Shahrood University of Technology in Iran recently marked the country’s National Day of Statistics with workshops on statistical software and spatial statistics and a presentation from Professor M. Mohammadzadeh Darrodi of Tarbiat Modares University.









Young Statisticians Find, Expand Presence on Social Media to Help Census

A group of young statisticians representing a variety of Arab countries have established a group on Facebook known as Arwa and are currently creating a public education campaign for the Egyptian census effort this November and are eager to contribute to helping younger generations understand the importance of statistics in daily life.

India Hosts International Symposium on Probability and Statistics

Nearly 200 statisticians from India and other countries gathered in Calcutta last December for the Ninth International Triennial Calcutta Symposium, giving participants involved in both theoretical and applied statistics a platform to interact, exchange ideas and learn about new applications and research ventures. The event consisted of seven lectures, 19 invited technical sessions and 24 contributed technical sessions. Sam Efromovich, University of Texas at Dallas provided the keynote address.



New Editors, Journal Covering Areas of Biostatistics and the Climate System

The journal, Biostatistics, published by Oxford University Press (OUP), has welcomed two new editors: Dimitris Rizopoulos and Jeffrey Leek. Rizopoulos is an Associate Professor in the Department of Biostatistics at Erasmus University Medical Center Leek in Rotterdam, the Netherlands. Leek is an Associate Professor at the Johns Hopkins University (JHU) Bloomberg School of Public Health in Baltimore, Maryland, where he also serves as co-director of the JHU Data Science Lab. He also is co-editor of the statistics blog “Simply Statistics.”



In a blog posting for Biostatistics, Rizopoulous and Leek share their vision for the journal’s future and touch on several new initiatives in the coming months, one of which is to create a more streamlined submission process inclusive of fast and fair review systems and wide, rapid dissemination.



In addition to that publication, Oxford University Press’s new open access journal, Dynamics and Statistics of the Climate System, is accepting submissions. The journal encourages interaction between physicists, statisticians, mathematicians, computer scientists, and earth scientists in the development of new models and methods applied to the analysis of the climate system.



Crowdfunding Site Launched to Help Raise Legal Funds for Statistician

Colleagues of Andreas Georgiou have established a crowdfunding site to raise funds for his legal and court fees. To date, more than 109 donors have contributed 7,450 euro. Less than 50 days are left for donations. For more information, or to make a donation, visit the Andreas Georgiou crowdfunding page set up by Hallgrimur Snorrason, former head of Iceland Statistics; Gerry O’Hanlon, former head of the Irish statistics service CSO; and Ada van Krimpen, director of the International Statistical Institute. Georgiou is Greece’s former statistics chief who continues to face criminal inquiries due to charges that he inflated budget deficit figures, even though judicial authorities dropped those charges last year.

Series of Imaging Science Conferences on the Horizon in U.S.

The Society for Industrial and Applied Mathematics (SIAM) is hosting a Conference on Imaging Science (IS 16) May 23-26, 2016, in New Mexico. The event includes two mini-symposiums on statistics in imaging: MS6 – New Statistical Developments in Neuroimaging and MS25 – Statistical Modeling of High-Dimensional Brain Signals and Images. Speakers and presenters include Timothy Johnson, University of Michigan; Nicole Lazar, University of Georgia; Todd Ogden, Columbia University; Russell Shinohara, University of Pennsylvania; Hernando Ombao, University of California, Irvine; Hongtu Zhu, University of North Carolina; and Stefano Castruccio, Newcastle University, UK.



In addition, the American Statistical Association’s section on Statistics in Imaging, in collaboration with the Department of Biostatistics and Informatics of the Colorado School of Public Health; the Biostatistics, Epidemiology, and Research Design Program of the Colorado Clinical and Translational Sciences Institute; and the Center for NeuroScience at the University of Colorado, will host an Annual Conference on Statistical Methods in Imaging June 1-3, 2016, at the University of Colorado Anschutz Medical Campus in Aurora, Colorado. The conference consists of lectures, invited sessions, poster presentations and a student paper competition.



UMBC Celebrates Bimal Sinha at Probability and Statistics Day 2016

The Department of Mathematics and Statistics at the University of Maryland Baltimore County will host the 10th Annual Probability and Statistics Day on May 20–21, 2016. The event consists of invited lectures and commentaries by leading statisticians from academia, government and industry to celebrate Professor Bimal Sinha's 70th birthday. The conference will expose attendees to the latest statistical methodologies and innovative applications and is open to statisticians from all local universities, government agencies, and private industries.





Statistics Professor Rob Kass Talks Brains, Behavior and the Bible Code

In a recent radio interview with radio station WRSI, Professor Rob Kass of Carnegie Mellon University, Pittsburgh, Pennsylvania, talked about the importance of statistics in brain function and human behavior while explaining the role statistics played in debunking a once-popular phenomenon known as the Bible Code. In addition to instructing students within the Department of Statistics, Kass also works in CMU’s Machine Learning Department and is the interim co-chair of the Center for the Neural Basis of Cognition.

University of Washington to Host Summer of Statistics

The University of Washington, Seattle, Washington, is preparing to host the Summer Institutes beginning on July 11, 2016. Programming focuses on four tracks: genetics, big data, modeling and clinical research and is led by experts in these fields who will introduce participants to modern issues and challenges in biostatistics, genetics, infectious diseases, epidemiology and clinical trials. Prerequisites are minimal, and the modular nature of the Summer Institutes enables participants to design programs best suited to individual backgrounds and interests. Participants attending the Summer Institutes will receive certificates of module completion in recognition of their participation.





Rice University Celebrates Legacy of Long-time Professor, NSF Award Winner

After 46 years in the statistical field, James R. Thompson, the Noah Harding Professor of Statistics in the Department of Statistics at Rice University, Houston, Texas, is retiring. A statistician at Rice before the university even had a statistics department, Thompson’s research focused on statistical model building, biomathematics, quality control and computational finance. His work in HIV/AIDS and cancer modeling was pioneering. He received the Wilks Medal for his work with the U.S. Army and the Owen Award for work in quality control. Through the years, he directed 17 doctoral students and authored or co-authored 14 books.



Additionally, Rice Statistician and neuroscientist Genevera Allen has received a CAREER Development Award from the National Science Foundation (NSF). Allen is hoping to provide data scientists with new tools that can uncover hidden patterns and correlations from complex data sets. Allen is a junior chair of Statistics and an assistant professor of statistics and of electrical and computer engineering. She is a statistician, mathematician and neuroscientist with a joint appointment in pediatric neurology at Baylor College of Medicine's Neurological Research Institute at Texas Children's Hospital.



DOE User Meeting and Workshop to Take Place in Belgium

Stat-Ease, Inc. and CQ Consultancy are hosting the Sixth European DOE User Meeting and Workshops on May 18-20, 2016, in Leuven, Belgium. Attendees will explore the latest design of experiments (DOE) techniques, demonstrate new features in the just-released Design-Expert® software (version 10) and have the opportunity to get help from DOE consultants on user-specific applications while hearing from keynote speakers and DOE experts. New Report Reveals Latino Students’ Progress in Reading in U.S. Schools

A new report from ChildTrends highlights growth in U.S. Latino students' reading scores over the last decade. Researchers used scores from the National Assessment of Educational Progress (NAEP) reading assessment to compare progress across states and major cities, and for some major urban school districts. Key findings at the national level for public schools from 2005-2015, indicate that reading scores for Hispanic fourth- and eighth-graders increased by the equivalent of roughly half a grade level. At the state level, more than one third of states saw improvements in Hispanic students’ reading scores at fourth or eighth grades throughout the last decade. Also of note, school districts in Boston, Chicago, Los Angeles, New York, San Diego, and Washington, DC (all of which serve a large percentage of low-income Hispanic students) were among the top performers over the decade.





Ethiopia Grows Interest in Agriculture with Applied Statistics Conference

The Department of Statistics at Haramaya University in Ethiopia hosted the first international conference on “Applied Statistics in Agriculture” on March from 25-26, 2016. The conference addressed advancement and applications of statistics in agricultural fields, drawing experiences from different countries. Guests included professors, practitioners, researchers and academicians from different Ethiopian Universities and from abroad. More than 150 participants attended the conference where 23 manuscripts were presented, in addition to numerous public lectures and discussion sessions taking place.



Zena Habtewold of the Ethiopian Ministry of Agriculture and Natural Resource provided opening remarks on statistics’s role in the production and productivity in the agriculture sector. Haramaya University President Chemeda Fininsa also emphasized the value of statistics by saying… the interpretation of “different Statistical methods and models and how they would be better applied and used in agricultural research and surveys so that it helps the national endeavor of improving the productivity of crops vegetable and fruits and livestock should be given emphasis.”











March Issue of IAOS Statistical Journal Hones in on Disclosure and Protection

The March 2016 issue of the Statistical Journal of the International Association for Official Statistics (IAOS) is now available. The theme for this issue is “Disclosure and Protection in a Big Data World,” and it features papers on various aspects of the Big Data Revolution. Issues related to synthetic data are presented in several papers, including the open paper authored by Vilhuber, Abowd and Reiter, titled: "Synthetic Establishment Microdata Around the World.” A paper by Richard Madden and co-authors titled "Statistics on Indigenous Peoples: International Effort Needed," also might be of interest to the international community involved with Statistics without Borders.





Thailand Welcomes Statisticians for ICAS 2016

The International Conference on Applied Statistics (ICAS 2016) is the interdisciplinary forum for the presentation of new advances and research results in the fields of statistics and applied statistics. Sponsored by the Department of Mathematics and Statistic at Thammasat University, the conference takes place July 13-15, 2016, in Phuket, Thailand, and invites high quality multidisciplinary research that employs statistical concepts and theories to tackle a broad range of practical everyday challenges. In addition to keynote lectures by notable researchers, participants will also have the opportunity to explore one of the world's most beautiful beaches.

International Prize in Statistics Awarded to Sir David Cox for Survival Analysis Model Applied in Medicine, Science, and Engineering



Prominent British statistician Sir David Cox has been named the inaugural recipient of the International Prize in Statistics. Susan Ellenberg, chair of the International Prize in Statistics Foundation, made the historic announcement via video statement.



A giant in the field of statistics, Sir David Cox is being recognized by the International Prize in Statistics Foundation specifically for his pioneering 1972 paper in which he developed the proportional hazards model that today bears his name.



The Cox Model is widely used in the analysis of survival data and enables researchers to more easily identify the risks of specific factors for mortality or other survival outcomes among groups of patients with very different characteristics. From disease risk assessment and treatment evaluation to product liability to school dropout, re-incarceration, and AIDS surveillance systems, the Cox Model has been applied essentially in all fields of science, as well as in engineering, that involve discovering and understanding natural or human-induced risk factors on survival.



Interestingly, Cox considers himself to be a scientist who happens to specialize in the use of statistics, a chord that resonates among many statisticians and data scientists. His model has been used in life-changing research breakthroughs, some of which include:

· demonstrating that a major reduction in smoking-related cardiac deaths could be seen within just one year of smoking cessation, not 10 or more years as previously thought

· showing the mortality effects of particulate air pollution, a finding that has changed both industrial practices and air quality regulations worldwide

· identifying risk factors of coronary artery disease and analyzing treatments for lung cancer, cystic fibrosis, obesity, sleep apnea and septic shock.



His mark on research is so great that his 1972 paper is one of the three most cited papers in statistics and is ranked 16th in Nature’s list of the top 100 most cited papers of all time for all fields.



In 2010, he received the Copley Medal, the Royal Society’s highest award that has also been bestowed upon such other world-renowned scientists as Peter Higgs, Stephen Hawking, Albert Einstein, Francis Crick, and Ronald Fisher. Knighted in 1985, Cox is a fellow of the Royal Society, an honorary fellow of the British Academy and a foreign associate of the U.S. National Academy of Sciences. He has served as President of the Bernoulli Society, the Royal Statistical Society, and the International Statistical Institute.



His 50-year career included technical and research positions in the private and nonprofit sectors as well as numerous academic appointments as professor or department chair at Birkbeck College, Imperial College of London, Nuffield College and Oxford University. He obtained his PhD from the University of Leeds in 1949, and prior to that studied mathematics at St. Johns College. Though he retired in 1994, Sir David Cox remains active in the profession in Oxford, England.



The International Prize in Statistics comes with a monetary award of $75,000 USD, and will formally be presented to Cox at the ISI World Statistics Congress in Marrakech, Morocco next July. Akin to the Fields Medal, Abel Prize, Turing Award and Nobel Prizes, the International Prize in Statistics is considered the highest honor in its field. It will be bestowed every other year to an individual or team for major achievements using statistics to advance science, technology, and human welfare.

European Central Bank Develops New Statistics Website
The European Central Bank (ECB) has implemented a new architecture for the ECB statistics website as part of its efforts to facilitate the use and access to Euro-area and national statistics.

Apart from the structural changes, new visualizations are added to enable swift viewing of core statistics. The navigation structure provides a more intuitive and coherent way to access statistics based on economic concepts. Also, short introductions for each section now provide visitors with a better overview of what is available, and a stronger focus is on the most frequently used statistics and latest releases.

AAAS Held Talk on Statistical Methods Used to Investigate Human Trafficking
The American Academy for the Advancement of Science, Washington Statistical Society, and Statistics Without Borders coordinated an event on March 16, 2017, where statisticians Davina Durgana and Paul Zador discussed techniques for gathering data on human trafficking prevalence.

Durgana is a senior statistician with the Walk Free Foundation. Her work focuses on supporting the efforts of law enforcement groups and nonprofit organizations by using statistical models to monitor human trafficking. “Having better data on prevalence will allow policymakers and others to have informed ways of measuring interventions and figuring out how effective policy can be made,” she said.

Zador, a senior statistician with the research corporation Westat, has designed surveys used to estimate human trafficking in countries like India and Guatemala and analyzed the resulting data. He noted that different methods are useful for different populations and that researchers must consider local culture and customs when investigating a specific region or group for potential trafficking victims. “‘Trafficking’ and the other terms we are using here have local definitions that may be very different than what you and I might accept,” he said.

Significance Writing Contest Offers Publishing Opportunity
The Statistical Excellence Award for Early Career Writing recognizes the ability of early career statisticians to tell data-driven stories in an entertaining and thought-provoking way. Organized by the Royal Statistical Society (RSS), this award is intended for students or anyone within the first 10 years of their statistical career – whether studying, recently graduated or already working.

Submissions should be between 1,500 and 2,500 words, on the subject of your choosing. Articles could be on work that you have done, or they could explain the work of others. But to stand the best chance of winning, your article needs to demonstrate the power that statistics has to challenge myths, shape decisions and explain the world around us. Articles must be engaging and easy to read. Significance is published for a broad audience of readers, with varying levels of statistical expertise. This means technical terms and mathematics should be kept to a minimum and explained clearly where used.

Entries must be received by midnight on May 29, 2017. The winning author and runners-up will be invited to give presentations based on their articles at a special session of the Royal Statistical Society International Conference in September in Glasgow, Scotland.

Ethiopian Statistical Association Held Conference on Population, Census
The Ethiopian Statistical Association (ESA) held its annual conference on March 25-26, 2017, in Addis Adaba, Ethiopia. The theme of the event was “Role of Population and Housing Census in Tracking the SDGs Progress.” More than 25 papers were presented, in addition to short courses and panel discussions on a variety of national issues. Speakers included Eshetu Gurmu, Associate Professor at Centre for Population Studies, College of Development Studies of Addis Ababa University, Ethopia; Kiros Berhane, University of Southern California (USC) & Fulbright Scholar (2016-2017) at AAU, Ethiopia; Henning Omre, Norwegian University of Science and Technology (NTNU), Norway; and Tesema Astatkie, Dalhousie University, Canada. A special talk also focused on the controversy around statistical significance and p-values.

March Issue of IAOS Journal Now Available
The March 2017 issue of the Statistical Journal of the International Association for Official Statistics (IAOS) is now available. Its theme is “Constant Focus: Engaging to Measure Wealth.”

The issue is dedicated to Dr. Arthur Kennickell and his involvement with the Survey of Consumer Finances (SFC). The SCF is a critical source of information on the U.S. national economy and the economic livelihood of American households. Dr. Kennickell worked for more than three decades at the Board of Governors of the Federal Reserve System. A person-to-person interview between Katherine Condon and Dr. Kennickell also appears in the issue.

Texas University to Celebrate Sixth Annual Statistics Day
On April 21, 2017, the Department of Mathematics at Texas A&M University-Kingsville will host its Sixth Annual Statistics Day to increase students’ and faculty awareness of the important role that statistics plays in everyday lives and in a variety of disciplines. The celebration will consist of short talks from professors across the country, a video presentation titles “Statisticians Got Talent,” a competition, and a special event on detecting fraudulent elections.

Spain to Host Introductory Course to ‘R’ in May
For individuals not familiar with the software program, R, the professional development organization “Transmitting Science” will conduct “Introduction to R” May 22-26, 2017, in Barcelona, Spain. The aim of this course is to give an introduction to R addressed to people that has never used R. By the end of the course, the participants should be able to import/export data-bases; manage data sets, carry out basic statistical analyses; draw high quality graphs, and program specific functions, all in R.

Students are encouraged to bring a data set with them along with a “previously completed” statistical analysis or graphic - ideally something fairly introductory and simple from the student’s own field of practice that you’ve worked with in Excel, SAS, or elsewhere.

Biennial Jamaica Statistics Symposium Set for October
The Third Biennial Jamaica Statistics Symposium and Pre-Conference Workshops (JASSYM 2017) organized by The Jamaica Statistical Society is set for October 24-27, 2017 in Kingston, Jamaica. The theme for the JASSYM 2017 is “Statistics for Success: Ethics, Data Security and Quality.”

The program will hone the data management and analysis skills of researchers, data analysts, policy makers, and professionals from all sectors of society involved in securing data, safeguarding data quality, interpreting and using statistics and statistical methodology. Workshop and symposium activities are aimed at equipping attendees from local, regional, and international organizations to use best practices when handling data.

Rochelle Tractenberg, chair of the American Statistical Association (ASA) Committee on Professional Ethics and director of the Collaborative for Research on Outcomes and Metrics at Georgetown University Medical Center, Washington D.C., will lead a pre-conference workshop that will help participants make the best use of the ASA Ethical Guidelines in their practice.

Presentations will be made from experts in different fields featuring the application and use of statistical methodology in areas such as education, finance, economics, transportation, and health. Abstracts are due May 19, 2017. For additional information, e-mail jssbiennial.rc@gmail.com.

ASA Expresses Support for Ousted Greece Statistics Officials
In a joint letter to Greece’s prime minister, Alexis Tsipras, on Monday, the ASA–the world’s largest community of statisticians with members in more than 90 countries–expressed deep concern over the legal proceedings against Andreas Georgiou, the former president of the Hellenic Statistical Authority (ELSTAT), and other senior ELSTAT officials.

Georgiou was appointed by the Greek parliament in 2010 to head ELSTAT and bring about the production of reliable Greek statistics. After many years of understated deficit and debt figures reported by Greece, Georgiou recalculated official economic statistics according to European Union (EU) law. Statistics produced under his leadership were validated and published by Eurostat (the official statistics body of the EU in which Greece is a member) for five consecutive years.

Although various judicial procedures have several times concluded the charges against Georgiou are baseless, the charges keep being revived. In addition, in December, he was acquitted of related misdemeanor charges for violation of duty, but that acquittal was reversed just 10 days later. He is now to be retried for the same alleged crimes and thus subjected to double jeopardy.

“The charges against Mr. Georgiou and two of his colleagues of exaggerating the estimates of Greek government deficit and debt for the year 2009 are fanciful and not consistent with the facts,” continues Mejia and Wasserstein. “There is widespread agreement among statistical authorities that Dr. Georgiou compiled Greek public finance statistics in accordance with EU rules and standards, with which Greece is obliged to comply, and that charges against him are baseless.”

Nigeria Statistical Association to Host First International Conference
From September 6-8, 2017, at the University of Lagos, the Nigeria Statistical Association will host its First International Statistical Conference with a theme of “Positioning National Statistical System for Data Revolution and Inclusive Development.” Keynote talks will cover areas such as the impact of statistical collaboration; developments in modeling over/under dispersed count data; and statistics for good governance and evidence-based decision-making. Abstracts are welcome from both members and nonmembers and are due on/before May 20, 2017.

School on Spatial Statistic and Extreme Value Opened Doors in Cuba
Organized by the International Center for Pure and Applied Mathematics (CIMPA) and the faculty of Mathematics and Computation in the University of Havana, the School on Spatial Statistic and Extreme Value opened its doors for students March 6-17, 2017, in Havana, Cuba. The Cuban Society of Mathematics and Computation participated actively in its development. Pierre Ribereau acted as CIMPA Officer and Carlos N. Bouza-Herrera served as the Local Officer. The team of professors was well known in their areas and was formed by the Liliane Bel, Gwladys Toulemonde, Cecile Hordouin, Jessica Tressou, Jean N. Bacro, and Maria D. Ugarte. The courses focused on Geostatistics, the Theory of Extremes, Spatial Statistical Models and Spatial Issues Appearing in Epidemiology, Food Risks and related themes. Students came from Argentina, Colombia, Cuba, Iraq, Mexico, and Uruguay.

Brunei Government Hosts Workshop on Evidence-Based Decision, Meta-Analysis
The Department of Planning, Development and Research (DPDR) of the Ministry of Education, Government of Brunei Darussalam organized a three-day workshop on Evidence-Based Decision and Meta-Analysis from January 23-25, 2017, in Bandar Sri Begawan, that emphasized the importance of decision-makers to be evidence-informed, especially concerning the levels and quality of evidence included in study design.

Professor Shahjahan Khan of the University of Southern Queensland, Toowoomba, Australia, and the chief editor of the Journal of Applied Probability and Statistics (JAPS), led the workshop, and Hj Ashri bin Haji Ahmad, assistant director of DPDR, welcomed participants.

The first day was devoted to the presentations on introductory statistics using SPSS and the statistical methods that are essential for understanding meta-analysis of summary statistics from different independent trials/studies to provide necessary statistical background to the participants.

Dr. Khan introduced a recently published method, the inverse variance heterogeneity (IVhet) model, and focussed on major problems with the random effects model in the way of comparing the two models to deal with heterogeneous meta-analyses.

In all, 27 officials from the Department of the Ministry of Education attended the workshop.

Get Moving to INRouTe's MOVE Conference on Tourism, Regional Economics

INRouTe, the International Network on Regional Economics, Mobility and Tourism, with support from the Government of Navarre and in collaboration with the United Nations World Tourism Organization (UNWTO) and in2destination, is hosting the next MOVE International Conference on November 22-24, 2017, in Pamplona, Spain.

The conference focuses on smart and sustainable urban and rural tourism case studies. A call for papers will soon be issued, and speakers and session topics are currently being added to the program. Visit the conference website for more information.
Moldova Hosts First Data Visualization Hackathon

In March, nine groups of designers, information technology experts, and students from various backgrounds participated in Moldova's first Data Visualization Hack-a-thon, producing infographics based on data provided by the country's National Bureau of Statistics. The inning group was "CODEX," and was composed of two high-school students, Daniela Moranu and Alexandru Iorgov. The hack-a-thon was the final project for its predecessor conference, "Improved Regional Statistics in the Republic of Moldova" and was facilitated by Alex Lebedev, a journalist and winner of another hack-a-thon.
Significance Writing Contest Offers Publishing Opportunity
The Statistical Excellence Award for Early Career Writing recognizes the ability of early career statisticians to tell data-driven stories in an entertaining and thought-provoking way. Organized by the Royal Statistical Society (RSS), this award is intended for students or anyone within the first 10 years of their statistical career – whether studying, recently graduated or already working.

Submissions should be between 1,500 and 2,500 words, on the subject of your choosing. Articles could be on work that you have done, or they could explain the work of others. But to stand the best chance of winning, your article needs to demonstrate the power that statistics has to challenge myths, shape decisions and explain the world around us. Articles must be engaging and easy to read. Significance is published for a broad audience of readers, with varying levels of statistical expertise. This means technical terms and mathematics should be kept to a minimum and explained clearly where used.

Entries must be received by midnight on May 29, 2017. The winning author and runners-up will be invited to give presentations based on their articles at a special session of the Royal Statistical Society International Conference in September in Glasgow, Scotland.
ASA to Conduct Symposium on Statistical Inference
Following up on the ASA's historic statement on statistical significance and p-values in 2016, the ASA is coordinating the Symposium on Statistical Inference (SSI). The event takes place October 11-13, 2017, in Bethesda, Maryland, USA. With a theme of "Scientific Method for the 21st Century: A World Beyond p<0.05," the program will consist of discussions centered on specific approaches for improving statistical practice as it intersects with three broad components of research activities:

Conducting research in the 21st century
Using research in the 21st century
Sponsoring, disseminating, and replicating research in the 21st century

The symposium will drive change that leads to lasting improvements in statistical research, communicating and understanding uncertainty, and decision-making. Registration opens June 15.
World Statistics Congress to Convene in Marrakech this July

Representatives from academia, industry, government, and research and from all over the world will gather July 16-21, 2017, in Marrakech, at the 61st World Statistics Congress. The three-day conference includes presentations on leading-edge research in statistical theory, methodology, and applications as well as state-of-the-art practice. It also will include expository papers and discussions on important societal issues, emerging opportunities and challenges. In addition to invited sessions, special topic sessions, and contributed paper/poster sessions, short courses and satellite meetings organized by the International Statistical Institute and various committees are scheduled as well.
IAOS Announces Winners of Young Statistician Prize

Congratulations to Hannah Thomas (United Kingdom); Nicholas Husek (Australia); and Andreas Mayer (Australia)for winning first, second, and third prize, respectively in the International Association for Official Statistics' (IAOS) Young Statistician Prize. They were nominated and awarded for the following papers:

First Prize: "The Dissemination Game: How to Communicate Official Statistics to Non-Expert Users."

Second Prize: "Telematics Data for Official Statistics: An Experience with Big Data."

Third Prize: "Improving Seasonal Adjustment by Accounting for Sample Error Correlation Using State Space Models."

The IAOS congratulates the winners and commends all the candidates for the effort that went into preparing their papers.

More Support Expressed for Former Greek Statistician


The former president of the Hellenic Statistical Authority (ELSTAT), Andreas Georgiou, continues his fight to clear his name of any wrongdoing alleged by the Greek government as prosecutions and trials linger on. Earlier this month, the ASA sent a new letter expressing support for Georgiou and his efforts to produce accurate official statistics (while he was head of ELSTAT), urging the Greek government to drop all charges and exonerate him of all previous convictions. This new letter follows a statement issued by the ASA in August, a statement released by the International Statistical Institute (ISI) in August, an opinion/editorial article written by ASA President Barry Nussbaum, a previous ASA letter to Prime Minister Alexis Tsipras back in March, and an interview with Georgiou in Significance magazine.

New York Times Learning Network Features Statistics Education


As interest in statistics coursework and programs continues to grow in schools, teachers now have a new activity to challenge the next generation of critical thinkers when it comes to analyzing and understanding data. The New York Times Learning Network is launching a unique data literacy exercise titled "What's Going on in This Graph?" where students will use math and statistical thinking skills. Each month, a different graph will be published on a topic suitable for a variety of subjects across the curriculum, and students will be asked to answer the following questions:

What do you notice?
What do you wonder?
What’s going on in this graph?

Sir David Cox Receives the First Ever International Prize in Statistics
Prominent British statistician Sir David Cox was awarded the inaugural International Prize in Statistics at the ISI 61st World Statistics Congress, July 16, in Marrakech, Morocco. Presenting the award were ASA (ASA) President Barry D. Nussbaum, Royal Statistical Society (RSS) President David Spiegelhalter, International Biometric Society (IBS) President Elizabeth Thompson, Institute of Mathematical Statistics (IMS) Past President Richard Davis, and International Statistical Institute (ISI) President Pedro Silva.

University of Toronto Creates Video Showcasing Statistics Competition


Students came, saw, and conquered complex data sets at the University of Toronto during the ASA DataFest competition in May. To showcase the fun and excitement, university staff developed a video capturing the teamwork, talent, and passion of students and advisors for all things statistical and data science.
September Issue of IAOS Statistics Journal Now Available

The September issue of the Statistical Journal of the International Association for Official Statistics (IAOS) focuses on an important theme for official statistics: urban regional and small area statistics. Several manuscripts touch on the challenges of using administrative data in the production of official statistics; imputation for missing values and methods for producing synthetic data; the use of tablets to collect data; and difficulties in counting everyone in a decennial census. Asta Manninen is the guest editor who compiled the issue in collaboration with Teodora Brandmuller and Klaus Trutzel on behalf of the IAOS Standing Committee on Regional and Urban Statistics (SCORUS).

OECD, Statistics Korea Team Up for World Forum on Statistics Knowledge, Policy


OECD and Statistics Korea will host the 6th OECD World Forum on Statistics, Knowledge and Policy, November 27-29, 2018 in Incheon, Korea. The event will showcase international best practices and innovations to improve quality of life and sustainable well-being. With a forward-looking perspective, it will focus on issues such as smart cities, gender equality and the role of government and business in improving society. An event website will launch in early 2018.
Croatia to Host International Multi-Discipline Statistics Conference Next May


The 2nd International Statistical Conference in Croatia, ISCCRO'18, will take place May 10-11, 2018 in Opatija at the Croatian seaside. Organized by the Croatian Statistical Association, a member of FenStats - the Federation of European National Statistical Societies, the event's themes are broad and include:

Chinese Statistics Organization Announces 2018 Applied Statistics Symposium
The 2018 International Chinese Statistical Association (ICSA) Applied Statistics Symposium takes place June 14-17, 2018 at Hyatt Regency New Brunswick, New Jersey, USA. The theme of this conference is "The New Era of Data Science and Inference," in recognition of a new era for statisticians with different challenges and opportunities. Keynote speakers include:

Brad Efron , Max H. Stein Professor of Humanities and Sciences, Professor of Statistics, and Professor of Biostatistics at Stanford University;
Lisa LaVange , Director of the Office of Biostatistics in the Center for Drug Evaluation and Research (CDER), at US FDA;

Call for Abstracts for 2018 International Biometric Conference
The International Biometric Society (IBS) invites abstracts for contributed oral and poster presentations at the 2018 International Biometric Conference (IBC2018), July 8-13, 2018 in Barcelona. Abstracts may be submitted online through January 10, 2018, and may cover a broad range of topics and perspectives. Submitted abstracts will be reviewed by the IBC2018 International Program Committee, and presenting authors will be notified of their status in March.
Biopharmaceutical Applied Statistics Symposium to Meet This Month in Atlanta


The 24th Meeting of the Biopharmaceutical Applied Statistics Symposium (BASS XXIV) is set for October 23-27 at the Hotel Indigo Savannah Historic District in Savannah, Georgia, USA. One-hour tutorials on diverse topics pertinent to research, clinical development and regulation of pharmaceuticals will be addressed by speakers in academia, pharmaceutical industry and the U.S. Food and Drug Administration (FDA). New this year is a poster session! In addition, two parallel short courses, a keynote address, reception/dinner and the FDA/Industry/Academia session are key events not to be missed.

BASS is a non-profit entity established to support graduate studies in biostatistics and has supported more than 50 Master's or Doctorate degree graduate students in biostatistics.

The University of Nebraska Medical Center (UNMC) College of Public Health is seeking outstanding candidates for the next Chair of the Department of Biostatistics.

RESPONSIBILITIES

The Chair is responsible for leading the department including developing new programs, strengthening existing programs, expanding the statistical methodology profile of the department, and growing collaborative relationships. The chair also oversees the department budget, coordinates teaching assignments, and evaluates and mentors department faculty and staff. This position is a 12-month appointment with administrative, teaching, research, and service responsibilities.

QUALIFICATIONS

A Ph.D. degree in biostatistics or statistics is required. The candidate should also have a record of accomplishment of collaborative research and peer-reviewed publications, demonstrated ability to obtain extramural funding for research, and track record of effective teaching and student mentoring as would be expected for the rank of full professor. The chair is expected to have effective interpersonal and communication skills, leadership and management experience, faculty mentorship experience, and a strong track record of collaborative and/or statistical methodology work. Experience managing a biostatistics consulting service, developing and implementing biostatistics academic programs, and directing extramurally funded research will be considered positively.

The Department of Mathematics and Institute of Applied Mathematical Sciences at National Taiwan University invite applications for several openings at the levels of tenure-track or non-tenure-track assistant, associate and full professors, and for several post-doctoral positions. The positions begin from August 1, 2018 and are open for the research areas of pure mathematics, and computational and applied mathematics, probability and financial mathematics, statistical sciences, data science and others.

Candidates for professorships should have strong commitment to research and teaching. The teaching load may be reduced to one course per semester in the beginning period. The post-doctoral position is a one-year appointment, with a possible extension for one more year. Candidates are required to have received a Ph.D. degree before the start of their appointment and they should show strong research potential. With donation from alumni, the department can possibly provide new faculty additional financial support up to three years. Young scholars with great performance in research and teaching can be awarded Junior Fellow. The prize awarded for Junior Fellow is half a million to 1.2 million TWD a year in addition to salary for five years.

Celebrate European Statistics Day on October 20



European Statistics Day will be commemorated on October 20, and this year's theme is "The Value of Official Statistics as a Public Good."

European Statistics Day is commemorated annually in the four years between each World Statistics Day. It aims to raise awareness of European citizens to the importance of official statistics. In particular, European Statistics Day provides an opportunity for European statisticians to interact with all users of official statistics and to engage with the wider public on statistical issues. Among the many events being organized around the European Union on this day, a special seminar to mark the occasion will take place in Portugal, organized by the European Statistical Advisory Committee, the Portuguese Statistical Society and the Portuguese Statistical Institute.

The 20th of October was designated the World Statistics Day by the United Nations General Assembly in 2010 and is celebrated worldwide every 5 years.
International Statistical Institute Releases Report on 61st World Statistics Conference



More than 1,800 participants spanning 138 countries attended the 61st World Statistics Congress this summer in Marrakech. Africa topped the list of regions with the most attendees with 588, followed by Europe with 536, North America with 328, Asia with 288, South America with 70 and Oceania with 41. The opening ceremony took place on Sunday, July 16 in the Salle des Ministres Congres and started with a welcome speech by Mohamed Boussaid, Minister of Economy and Finance, followed by a speech by Ahmed Lahlimi Alami of the High Commission for Planning and additional remarks by ISI President Pedro Silva. The first ever International Prize in Statistics was presented to Sir David Cox, who participated via video message. A complete wrap up of activities and sessions can be found here. Planning is already underway for the 62nd World Statistics Congress, August 18-23, 2019, in Kuala Lumpur.
Statistica Sinica Issues Call for Submissions for Special Issue on Big Data in Environmental Studies



The environment has become increasingly important in recent years as pressures from human impacts, and interactions are staring to be realized. Statistica Sinica is publishing a special issue on Big Data in Environmental Studies and is seeking submissions. The theme of the special issue is to encourage high-quality research on the theory and methods for analyzing big data related to the environment, and to put papers in one place to facilitate further research. Both methodological and application papers are welcome, and all submissions will go through a rigorous review process. Interested authors should submit manuscripts on the Scholar One web page of the journal. Deadline for submissions is December 31, 2017, and the targeted print date is January 2019.

October Issue of Significance Estimates, Examines the Amount of Plastic in the World's Oceans

Between natural disasters and littering by humans, the amount of plastic in the world's oceans is expanding, and to many incalculable. The October issue of Significance magazine highlights the many roles of statistics in calculating and tackling this global issue. "A sad irony is that the abundance and widespread use of plastic makes the question of how much is there hard to answer," notes Ronan McAdam, a researcher in physical oceanography, Department of Physics, Grantham Institute of Climate Change and the Environment, Imperial College London.

Other articles focus on statistics trailblazer Frances Wood, millenials' participation in advocacy and graphics visualizing the historic migration of African Americans.
India to Host Conference on Statistical Methods in Finance

The third conference and workshop on Statistical Methods in Finance takes place December 16-19 at Chennai Mathematical Institute in Chennai, India. Eurostat has published a new digital publication titled "The Life of Women and Men in Europe - a Statistical Portrait." IISA 2017 Annual Conference Set for December



The International Indian Statistical Association's (IISA) 2017 Annual Meeting takes place December 27-30, 2017, in Hyderabad, India. The theme of this year's IISA annual conference is "Statistics and Data Science for Better Life, Society and Science." One of the primary goals of the event is to engage leading experts and junior members in all topics related to statistics and data science. The four days of vibrant conference activities will consist of pre-conference short courses, plenary talks, invited sessions, contributed sessions, panel discussions and student paper competitions. Past annual conferences have attracted more than 300 participants primarily from India and the United States.

The IISA is a nonprofit professional association, and this year marks its 25th anniversary. Its objectives are to promote education, research and application of statistics and probability throughout the world with a special emphasis on activities in the Indian subcontinent.
Jamaica Statistics Symposium Just Days Away


The Third Biennial Jamaica Statistics Symposium and Pre-Conference Workshop Series (JASSYM 2017) takes place October 24-27, in Kingston, Jamaica. With the theme of "Statistics for Success: Ethics, Data Security and Quality," the event's program will further hone the data management and analysis skills of professionals from all sectors of society including researchers, data analysts, policymakers, and students. JASSYM 2017 will feature the methodology and practice of securing data, safeguarding data quality, interpreting and using statistics with ethical principles. The Department of Applied Mathematics (AMA) is part of the Faculty of Applied Science and Textiles. The Department offers undergraduate programs in Investment Science, Actuarial Science, and Statistics and Computing, and makes a significant contribution to most of the other academic programs of the University by providing service teaching. It also offers master programs in Applied Mathematics for Science and Technology with specialism in Decision Science and Actuarial Science, and Operational Research and Risk Analysis. Members of the Department have expertise in applied optimization and optimal control, engineering computation, operational research, management science and applied statistics. There are currently 50 academic staff and about 42 research personnel in the Department.

The appointees will be required to (a) teach and contribute to curriculum development at undergraduate and postgraduate levels; (b) supervise MPhil and PhD students; (c) engage in scholarly research, consultancy and other scholarly activities leading to publications in top-tier refereed journals and awards of research grants; and (d) undertake academic and departmental administrative duties. The Department has established a Joint Research Institute with the Academy of Mathematics and System Sciences of the Chinese Academy of Sciences. The appointees are expected to be actively involved in the activities of the Institute.

Applicants should have (a) a doctoral degree in Mathematics / Statistics / Financial Mathematics / Operations Research / Computational Mathematics / Applied Mathematics or a closely related field; (b) an established track record in research and scholarship, including refereed publications and external grant applications; (c) expertise in applied statistics, operations research and mathematics; and (d) a demonstrated commitment to excellence in teaching.

Applicants for appointment at Professor level should demonstrate a strong background in research in the aforementioned field(s) with an international academic profile. They should also demonstrate excellent international reputation in research and possess an excellent record of academic leadership and research scholarship, both in terms of publications and funded research. The successful candidates will be appointed at the level commensurate with their qualifications and experience.

A highly competitive remuneration package will be offered. Initial appointments for Assistant Professor will be on a fixed-term gratuity-bearing contract. Re-engagement thereafter is subject to mutual agreement. An appropriate term will be provided for appointment at Associate Professor and Professor levels. RESPONSIBILITIES

The Chair is responsible for leading the department including developing new programs, strengthening existing programs, expanding the statistical methodology profile of the department, and growing collaborative relationships. A Ph.D. degree in biostatistics or statistics is required. The positions begin from August 1, 2018 and are open for the research areas of pure mathematics, and computational and applied mathematics, probability and financial mathematics, statistical sciences, data science and others.

Candidates for professorships should have strong commitment to research and teaching. The teaching load may be reduced to one course per semester in the beginning period. The post-doctoral position is a one-year appointment, with a possible extension for one more year. Candidates are required to have received a Ph.D. degree before the start of their appointment and they should show strong research potential. With donation from alumni, the department can possibly provide new faculty additional financial support up to three years. Young scholars with great performance in research and teaching can be awarded Junior Fellow. Workshops in India Draw Clinicians, Researchers for Software Training and Biostatistics Education



The Biostatistics Resource and Training Centre and the Department of Biostatistics at Christian Medical College in Vellore, India, hosted a workshop on “Data Analysis using R” on September 18 20, 2017, L. Jeyaseelan, professor and head of the Biostatistics Department of Christian Medical College, and former visiting professor in Kuwait, gave a brief introduction about the importance on R Software and how it is powerful as compared to other software products. Tunney Sebastian and M.Thenmozhi demonstrated how to handle data and perform data analysis with R. More than 60 participants attended the program for improving their computational skills in R.

A workshop titled “Biostatistics and Epidemiological Methods in Medicine and Public Health” took place on October 20-21, 2017, at St. Thomas College in Pala, Mahatma Gandhi University, in Kottayam, India. The workshop targeted researchers, post graduate students, clinicians, statisticians in medical and other life sciences as well as academicians who are involved in clinical research and who are, and will continue to be, supporting clinical research. More than 40 biostatisticians attended the two day event that focused on statistical principles important for conducting research in biostatistics and related areas. The workshop was coordinated by Anil C. Mathew, professor of biostatistics and former General Secretary, ISMS; B. Binukumar, assistant professor of biostatistics at NIMHANS and current treasurer, ISMS; K. K. Jose, head of the Department of Biostatistics; Rose Maria Jose, Anjana Thomas, and Meenu Tom.

Symposium on Statistical Inference Gathers Professionals to Address Reproducibility in Research
Following the widespread impact of its historic statement on the overuse and misinterpretation of p-values throughout the scientific community, the American Statistical Association (ASA) is convened scientists spanning many disciplines to help bolster statistical and scientific evidence, move beyond an irrational overdependence on p-values, and improve the rigor and reproducibility of research on October 11–12, 2017, in Bethesda, Maryland.

Discussions centered on specific approaches for refining statistical and scientific evidence as it intersects with conducting, using, sponsoring, disseminating and replicating research. Upon the conclusion of the symposium, recommendations, approaches and guidelines will be published and made available to the entire scientific community, policymakers, members of the media and the general public.

OECD Releases New Publication Offering Guidance to Understanding Financial Accounts
The Organization for Economic Cooperation and Development (OECD) released "Understanding Financial Accounts," a new publication that seeks to show how a range of questions on financial developments can be answered with the framework of financial accounts and balance sheets, by providing non-technical explanations illustrated with practical examples. Questions such as:

What are the basic principles, concepts and definitions used for this framework which is part of the system of national accounts?
What sources and which methodologies are used for their compilation? How are these used to monitor and analyse economic and financial developments?
What can we learn about the 2007-2009 economic and financial crisis when looking at the numbers provided in this framework?
What can we learn about financial risks and vulnerabilities?


A fully cooperative effort between the OECD, BIS, ECB, Fondazione AIB, the IMF, national central banks (Austria, Italy and Portugal), national statistical offices (Australia and Canada), and the Treasury of Canada, this publication is intended for young statisticians, students, journalists, economists, policymakers and citizens who want to know more about the statistics that are at the heart of the analysis of financial developments in OECD economies.
BigSurv18 to Connect Survey Science, Big Data in October 2018

Help solve the challenge of combining Big Data and Survey Science. Meet with experts and exchange ideas about promising technologies and methodologies for using massive datasets and state-of-the-art analytical techniques to improve, supplement or replace data and estimates from complex surveys and censuses. Senegal Statistics Community to Celebrate Mathematical Days
The Senegalese community is organizing its National Mathematical Conference on December 18-22, 2017 at the Universite Gaston Berger Saint-Louis. European Statistics Day Celebrated by Many
The Hungarian Statistical Association celebrated European Statistics Day on October 20 by commemorating the life of Karoly Keleti, its first president. In a letter to the country's statistical community, the organization references that Keleti touched on the role of Hungarian statistics in numerous writings in which he acknowledged that Hungarian statistics should cooperate with other national and international groups, particularly in the development of statistics in science and expansion. "In these decades, when we go through information boom, it is more complicated to know one's way around the data," the group writes. "It is not an easy task to choose the proper data sources as well as the rapid processing of data and communicating results. All of these requires stronger statistical knowledge, hence the development of statistical culture is inevitable."

Also, the Government of Malaysia, the host country of the ISI WSC 2019, declared October 20 as the National Statistics Day (MyStats Day). The celebration was an initiative to create awareness of importance of statistics among Malaysians.
RSS Publishes New Educational Resources, Activities for Students and Guide for Legal Professionals
Members of the Royal Statistical Society (RSS) Education Committee have designed new hands-on statistics resources to inspire young people at career fairs, festivals, and schools. The activities introduce concepts such as bias (and how to use it to your advantage), randomness (how difficult it is to be completely 'random'), sampling (and when it can give a wrong answer) and conditional probability (via the famous Monty Hall problem). Each activity, which has a short instruction sheet and accompanying video, has been tested and used at public events.

Additionally, the RSS and the Inns of Court College of Advocacy (ICCA) have just published a guide to statistics specifically for those in the legal profession. The release coincided with European Statistics Day last month.

The 75-page guide provides a brief overview of statistics when applied in courts of law to help lawyers assess their evidence critically, therefore enabling them to challenge any interpretation of statistics or probability statements where there may be cause for concern. It also identifies pitfalls that advocates are likely to meet when handling statistical evidence, such as misunderstandings of probability, conflating correlation/causation and the difference between absolute and relative risk. Chapters include case studies in different areas of law to show how advocates might go about questioning expert witnesses.
ICSA Seeks Proposals for Invited Sessions at 2018 Symposium
The International Chinese Statistical Association (ICSA) is seeking proposals for invited sessions at its 2018 Applied Symposium next June.

An invited session will be 100 minutes with four speakers or three speakers and one or two discussants. A proposal should include:

Session title
Organizer(s) with affiliation and email contact information
Session chair with affiliation and email contact information
A list of speakers or discussant with affiliation and email contact information and tentative talk titles.


There is one-talk policy, but one can serve as a discussant in another invited session while speaking in an invited or contributed session. It is required to confirm all speakers and discussants' availability before submitting a proposal.

The submission deadline is December 15, 2017. All proposals need to be submitted at the symposium online submission site. Proposals not submitted online will not be considered for the symposium.
FENStatS Drafts Letter Supporting Former Greek Statistics Officials

The Federation of European National Statistical Societies (FENStatS) has issued a letter of support for Andreas Georgiou, the former head of the Hellenic Statistical Society, and several colleagues facing prosecution. "While it is not our aim to comment in detail on those legal proceedings, we wish to express our deep concern about the impact of their outcomes," notes Maurizio Bichi, president of FENStats. "Andreas Georgiou and his ELSTAT team have successfully established a well-functioning statistical infrastructure according to international standards. The legal convictions against these modern Greek statisticians are unjustified, they destroy their professional and private lives, they undermine international credibility that had only just been rebuilt and, last but not least, they support the incorrect belief that independent and impartial statistical information cannot and do not exist."

Biostatistics, Bioinformatics Workshop Set for Atlanta in May




The 6th Workshop on Biostatistics and Bioinformatics is scheduled to take place May 4-6, 2018, in Atlanta. Hosted by the Department of Mathematics and Statistics at Georgia State University, the goal of the workshop is to stimulate research and to foster the interaction of researchers in Biostatistics and Bioinformatics. It will provide the opportunity for faculty and graduate students to meet with top researchers in small group settings, identify important directions for future research, and facilitate research collaboration.

The keynote speaker is Hongyu Zhao, the Ira V. Hiscock Professor of Biostatistics and Professor of Statistics and Genetics at Yale University and the recipient of the Mortimer Spiegelman Award. Invited sessions and a poster session are also part of the workshop. Partial travel awards will be awarded to select conference participants as priority will be given to senior graduate students, post-graduate, recent Ph.Ds, junior faculty, and under-represented groups.

The workshop is sponsored by the National Science Foundation (NSF), Georgia Chapter of the American Statistical Association (ASA), Institute of Mathematical Statistics (IMS), International Chinese Statistical Association, Taylor & Francis Group, International Press of Boston, the Center for Behavioral Neuroscience, and the Department of Mathematics and Statistics at GSU.

OECD Releases Guidelines on Measuring Trust, Quality of Work Environment
The Organization for Economic Cooperation and Development (OECD) has released two new publications: Guidelines on Measuring Trust and Guidelines on Measuring the Quality of the Work Environment.

Trust, both interpersonal trust, and trust in institutions, is a key ingredient of growth, societal well-being and governance. To improve existing measures of trust, these new Guidelines are a first attempt at providing international recommendations on collecting, publishing, and analyzing trust data to encourage their use by national statistical agencies. They also include a number of prototype survey modules on trust that national and international agencies can use in their household surveys.

Quality of the working environment depends on a wide range of factors that ultimately determine workers’ well-being at the workplace. These new Guidelines aim to improve the measurement of these factors by taking stock of current data availability, reviewing the analytic and policy uses of these measures, proposing a conceptual framework, assessing the statistical quality of measures, and providing guidance on methodological challenges. They also include a number of prototype surveys modules that national and international agencies can use in their surveys.
A fully cooperative effort between the OECD, BIS, ECB, Fondazione AIB, the IMF, national central banks (Austria, Italy and Portugal), national statistical offices (Australia and Canada), and the Treasury of Canada, these publications are intended for young statisticians, students, journalists, economists, policymakers and citizens who want to know more about the statistics that are at the heart of the analysis of financial developments in OECD economies.
International Conference on Analytics, Data Science Gathered Leaders in Poland




The Fifth International Workshop on Advanced Analytics and Data Science took place November 7 in Warsaw. Academic and industry leaders discussed the potential of predictive analytics, shared experiences on how organizations can uncover new business opportunities using analytical tools, and addressed how employers and educators can collaborate to fill the analytics skills gap. The theme of the event was "The Power of Predictive Modeling and Importance of Data Imputation." Organized by the Warsaw School of Economics and in connection with SAS Poland, the event included presentations from experts in academia, business, nonprofit, and government.
Palestine Statistics Group Hosted UN, International Delegations for Talks on Sustainable Development



On November 7-9, the Palestinian Central Bureau of Statistics (PCBS) welcomed delegations from 22 countries represented by heads of leading national statistical offices, a United Nations team represented by Stefan Schweinfest, director of the United Nations Statistics Division (UNSD), in addition to representatives of the United Nations Economic and Social Commission for Western Asia (ESCWA), and The Statistical, Economic and Social Research and Training Centre for Islamic Countries (SESRIC), as observers. The meeting was chaired by Gabriella Vukovich, president of the Hungarian Central Statistical Office.

Issues discussed at the meeting included partnership, statistical coordination and capacity-building for monitoring sustainable development indicators, and targets of 2030. The SDGs' resolutions were adhered to the international level and were adopted by the United Nations Statistical Commission, the United Nations Economic and Social Council and the United Nations General Assembly.

The meeting was attended by representatives of all continents of the world as follows: Angola for East Africa, South Africa for Central and South Africa, Senegal for West Africa, Morocco for North Africa, Palestine and Iraq for West Asia, Mongolia and Kazakhstan for West-East Asia, Suriname for the Caribbean Argentina, Ecuador, Costa Rica for Central South America, Hungary for Eastern Europe, Italy for southern Europe, Denmark and Switzerland for Northern and Western Europe.
University of Havana Holds Talk on Survey Design



The University of Havana welcomed Doug Wiens, professor emeritus of the University of Alberta, Edmonton, for a talk titled "Robustness of Design: A Survey in the Seminar of the Group of Probability and Statistics on October 5.

Wiens addressed dialectic experiments, designs, and the role of robustness. Attendees found Wiens's discussion on non-convex optimization problems encouraging for collaboration among statisticians, informatics, and optimizers. The talk also referenced open research problems related to obtaining heuristic based numerical results, and Wiens's also touched on the need to consider the usage of simulated annealing, genetic algorithms, and sequential constructions.
BigSurv18 to Connect Survey Science, Big Data in October 2018

Submissions Sought for Special Issue of Public Opinion Quarterly on Survey Methodology

Public Opinion Quarterly is seeking submissions for a special issue on recent advances in survey methodology in honor of Eleanor Singer, whose methodological and substantive work in the field shaped a gerneration of survey research.

The special issue will focus on the following three broad areas:

Ethical issues in survey methodology and practice
Privacy and confidentiality
Survey nonresponse

Submissions will be accepted through March 1, 2018. Electronic copies can be uploaded here. Authors must include a cover letter that clearly states the manuscript has been submitted for consideration in the 2019 special issue. For additional details, contact Eric Plutzer at exp12@psu.edu.

Royal Statistical Society Announces Important Statistics of 2017



Over the past 365 days, statistics have come and statistics have gone. But, none more striking than these important ones of 2017 compiled by the Royal Statistical Society (RSS) in its effort to look back on all that was statistics in the United Kingdom and internationally, as well.

Nominations were made by members of the public as well as RSS members worldwide. The judging panel, chaired by RSS president, David Spiegelhalter, includes former UK National Statistician, Jil Matheson and BBC News home editor Mark Easton.

'We were delighted with the quality of the nominations for the inaugural ‘Statistic of the Year’, said RSS executive director Hetan Shah. 'Taken together, the selected statistics tell us a story about important issues in 2017: land use (in the context of debates about housing), pressures on pay, mobile phone usage, ##### pregnancies, our environment, and even deaths by lawnmowers.
Special Issue of CHANCE Spotlights Value, Significance of Statistics in Climate Research




The December 2017 issue of CHANCE is entirely dedicated to climate research, specifically the role that statistics play in detecting, attributing and projecting climate change. With the recent spate of devastating natural disasters and extreme weather events like Hurricane Maria that struck Puerto Rico, this edition is a must read for anyone in the statistics community interested in learning how climate models function, their challenges and new research endeavors in the age of Big Data.

Implementation of Statistics in Developing Countries Focus of New Issue of IAOS Journal

The December 2017 issue of the Statistical Journal of the IAOS is now out! With a special theme of "Implementation of Fundamental Principles of Statistics, the edition focuses on implementation in developing countries. Manuscripts address the 2030 UN Agenda for Sustainable Development and the implications for official statistics. The program contains 17 goals that aim to fundamentally improve the living conditions of present and future generations and to protect the planet. The agenda is grounded in the principles of international human rights treaties, and nations have made a firm commitment to “leave no one behind” in implementing the SDGs. Included is an interview with Oliver Chinganya, Director of the African Center for Statistics at the UN Economic Commission for Africa in Addis Ababa, Ethiopia.

A timely conversation conducted with Monica Dashen and Rachel Green touches on their experiences on a volunteer project with Statistics without Borders (SwB) in Haiti during the aftermath of Hurricane Matthew (October 2016). In September of this year, the countries and territories of the Caribbean were hit especially hard by a series of hurricanes. The IAOS, the ISI, and SwB are working with regional partners such as Caricom and the Inter-American Statistical Institute (IASI) to identify areas where the NSOs may need help and support. Other manuscripts in this issue deserve mentioning include the winning paper of the 2016 IAOS Prize for Young Statisticians (YSP): “Balancing Input-Output Tables with Bayesian Slave-Raiding Ants,” by Rolando Gonzales Martinez.


New Issue of SERJ on Models of Informal Statistical Inference Now Available




The Statistics Education Research Journal Volume 16, Number 2 is now available! Guest Editors include Rolf Biehler, Daniel Frischemeier and Susanne Podworny, with the assistance of Associate Editor Randall Groth. This special publication focuses on models in the context of informal statistical inference. It also includes regular papers from Editor Maxine Pfannkuch. The University of Iowa, Department of Biostatistics is looking to fill a tenured or tenure-track faculty position at the rank of associate professor, with research expertise in the area of clinical trials. Exceptional applicants will also be considered at the rank of assistant professor. The successful candidate will hold a leadership appointment in the Clinical Trials Statistical and Data Management Center (CTSDMC). The position requires a PhD or equivalent in Biostatistics, Statistics, or a related area, as well as evidence of excellent written and verbal communication skills, and a demonstrated ability to work effectively in an interdisciplinary, collaborative academic environment. The successful candidate will have expertise and experience in the design and conduct of clinical trials, and the statistical analyses of data arising from clinical trials. For a tenured appointment, an established record of achievement in research and teaching is expected, along with a record of extramural funding.
